It's 802.3af (POE), not 802.3at (POE+) I think, per https://docs.fortinet.com/uploaded/files/846/140D-Series-QuickStart.pdf, so even though it lists a total budget of 270W for 16 POE ports, you should have a max of 15.4W per POE port, since that's the standard.
