What is the difference between running Fortigate VM Evaluation on KVM and Hyper-V? In Hyper-V during my use I didn't have problems with limiting policies, but in KVM this occurs in any installation I made. In theory, what works in one should work in the other, right?

You might be using the 15 days evaluation license in Hyper-V which was now replaced with a permanent evaluation license:

There is a difference between the license model in terms of features and capacity.
So, I have evaluation in both scenarios, but the machine installed in proxmox limits the creation of policies, but in hyper-v it does not limit it, I installed one at a time and carried out the same process, creating a policy and copying it
