No, they need to be of same model and same OS.
If they were of same mode and different revisions we can use "set ignore-hardware-revision enable" but we cannot use different models like 60E and 60F .

I believe, you are looking to set up HA Cluster with FortiGate 60E and FortiGate 60F.
If yes, then it would not work. As, for HA Cluster, the primary requirement is, the devices should be of same model and then comes the firmware version which again should be same.

For HA to be formed, ensure that you have two compatible FortiGate models that support HA. The models should have identical hardware specifications and capabilities to ensure seamless failover and synchronization. The FortiGate units should be running on the same version of FortiOS.
Ensure that both FortiGate units have valid and matching licenses.
