I'm new to Fortinet certification (completed FCA -NSE3) program and now looking into FCP (Network Security).
The page states that one has to Take 1 Core and any one Elective within 2 years.
Does one have to take Core exam before Elective? or... it could be in any order but both must be completed within 2 years?

According to my experience and these documents, you don't need to primarily enter the core exam.
This document says, "you must pass the second exam within two (2) years from the date that you passed the first exam." . There is no requirement that you pass the core exam first or take it in order.
If you have still questions about that, you can create a ticket to the training institute helpdesk.
