Just got a couple of the new FAP-23JK access points but I can't get them to connect to the local FGT-80E.
SSID is in a Tunnels mode, the FGT-80E is running V7.4.8 and does have default profiles for the AP.
After authorising the AP briefly shows as connecting in the FGT GUI then drops to offline. This repeats endlessly. Other WAPs (FP221E) work fine.
I did a debug on the WAC application using (di de application cw_acd 0x77) and it looks like a DTLs issues but none of the DTLS options on the WTP profile make any difference.

Have you checked the firmware of the AP, does it match with the FortiOS version? The details are shown in FortiAP and FortiOS Compatibility Matrix.
Some E-series FortiGate models may not be able to manage FAP-23JK and FAP-231K running firmware version 7.4.5.
Yes, saw that. Currently Runing V7.4.8 so was hopeful it would be ok. The 80E has profiles for the AP after all.

Whet is your FortiOS version?
Also use this command sequence to see if the AP is supported by FG-80E.

edit new
conf platform
set type ?
V7.4.8 and yes it has a default profile and I can create custom profiles for the FAP23JK on the FortiGate.
