Extremely odd Captive portal situation

The issue I have is that you can only enable the disclaimer on the firewall policy and not the captive portal and you can only enable the captive portal on the interface and not the disclaimer. This means that the captive portal comes up before the disclaimer which is not what we want. Is there anyway to enable both on the firewall policies or interfaces? Surely????

This is via CLI but same applies for the web interface.
