External Address Groups

Is there any way of creating groups of users for external addresses. I want to allow a certain group of external addresses to send in .zip or .exe files but I have to create a new rule for each external users. The groups you can create have to be associated to an internal/protected domain. Example Group joe@123.com jim@xyz.com bob@abc.com To cover the addresses above I would have to have 3 separate policies. How does everyone else deal with this? Any help would be great.
