3 interfaces , 1 cpu, 1gig ram
others seem to have this issue also, questions un-answered.

Hi @Simon_Bingham ,
You have provisioned an incorrect VM image. As you can see in the screenshot you have shared, you have used the image - "FortiFirewall-VM64-KVM" which is a different one.
Use the "FGT_VM64_KVM" image instead. Download the compressed file that contains the image in the links below :
https://support.fortinet.com/Download/VMImages.aspx: new and latest versions.
https://support.fortinet.com/Download/FirmwareImages.aspx: older versions,
Also take note that you only have a maximum of one free evaluation copy per FortiCare account.

Thankyou however this does not appear to be my issue.
I have manged to install a 6.x release this is working ( but with only 15 days on the trial )

Please try to check if you have provisioned an incorrect VM image. In the output of "get system status" try to see if the what's stated in the version is "FortiFirewall-VM64-KVM".
