I'm trying to activate a trial license for a fortiproxy in azure to no avail. I keep getting error : Error downloading license: Error communicating with FortiCare.
I can ping service.fortiguard.net
but cannot ping forticare.fortinet.com, in fact that server seems unpingable from anywhere.
If I try exec vm-license from the CLI, it asks for a token.
Is there anyway to get an offline license file I can upload? I'm not sure what to do.

The website forticare.fortinet.com is certainly reachable, and is required to verify the license from FortiGuard. Alternatively, you can check below document and see if it helps.

I checked forticare.fortinet.com with a few online checkers and they are all saying it is down. To both ping and to http. https://check-host.net/
The article doesn't help as I don't have a fortimanager. Also, I don't have a license to upload to it if I did. Is there a way to request a license without going through the web interface on the fortiproxy?
