Enable access between spokes in hub-and-spoke configuration?

Hello

I have a few hardware-based IPSec tunnels in a hub-and-spoke configuration. How can I enable access between each spoke rather than exclusively between the hub and spokes? Can it be done with policies alone? Is there something in the docs that describes doing this?
