I have 2 ISP connected on my Fortigate 80E, I would like configure SD-WAN in load balancing and at the same time for some specific source IP configure PBR to use a specific ISP to route the traffic, is it possible ?

Yes it is possible because regular policy route takes precedence over SDWAN rules.

Yes, it is possible.
Basically if you don't have a SD-WAN rule that match the traffic it will be matched by the implicit policy. The implicit SD-WAN rule always load balance the traffic.
