That depends on how you apply it.
If you use WAN Link Load Balancing and apply the Traffic Shaper to a policy Internal > virtual WAN it's 3Mbit/s of 8MBit/s
If you have different policies (Internal > Wan1 and Internal > Wan2) and apply the same Traffic Shaper to both policies it depends on the Traffic Shaper.
If it's set to "Per Policy" it's 3Mbit/s each (total of 6Mbit/s)
If it's set to "All policies using this shaper" it's 3MBit/s of 8Mbit/s
