Hi, Im wondering if the Fortigate 60E has router capability? I see there is 2 WAN ports but can I configure it to then setup network IP, Subnet & DNS? Thanks

Yes - both WAN ports as well as the DMZ port are configurable router interfaces with DNS, DHCP Server, NAT, etc. on each individually. The LAN ports are also a routed interface, but all LAN ports are on the same interface. For detailed setup info, check out the Manuals or Cookbook
Yes layer2/3 or a mix of the two is available. Dynamic routing ( RIP BGP OSPF ) is also supported.
