I have a new FortiGate 40F that I'm learning and see that there is Wifi configuration available in the GUI and I'm wondering if this device can act as an access point?

No. You need to get a FortiAP(FAP). Then your can configure the 40F to manage the FAP. Or replace it with FortiWiFi 40F which has a build-in only-one-radio AP feature.
