Yes, VPN apps are known to help change an individual’s geographical location. For instance, if an individual is using a VPN for Windows or any other type of VPN for their device. Their geographical location will not be able to be traced. Because the VPN application helps them to change their current IP address location to any other country of their choice.

This IP which is perceived by the internet hosts will depend on the vpn configuration setup. There would be two cases:
1. If the vpn is set up as a full tunnel, then the whole traffic is handled by the fortigate and the vpn client will use the IP address defined in the NAT of the fortigate policies
2. If the vpn is set up as a split tunnel, then you will use the public IP of the internet that you are using at the moment for traffic which is not defined on fortigate policies
In case 1, it will depend on the geo location of the fortigate/vpn server that you use for the vpn, in case 2, it will depend on the geo location of your network connection. Please let me know if you have some further question.
