Disclaimer with no authentication

Is there a way I can enable a disclaimer without needing the users to authenticate? Ideally what I want is a public access network with no authentication but still have the users agree to the disclaimer at the start of their browsing session. I don' t need to log who accepted the disclaimer since, if you don' t agree, you don' t get network access. v4 MR2 P6

How about specifying the login name and password in the disclaimer? A small nuisance only.

Turns out you can just #set disclaimer enable, without having an identity based policy. Sorry about that, I don' t think my brain was turned on!
