Disabling local configuration changes

Is there a way to disable the ability to make local configuration changes and require all changes to go through Fortimanager? I thought that I could change the user rights locally but that also restricted the user rights via fortimanager thus defeating the purpose. We are not trying to make it impossible to change configs locally, simply a little tougher to convince admins to use the FM.
