Different group of user, different access

I am using FortiGate 80C, 6 ports. I wish to create 2 groups of users on different IPs. And policies has set with the following sequence 3, 4, 2 Group A on policy 3 (allow all websites with web filtering) User 1 - IP : 192.168.1.110 User 2 - IP : 192.168.1.111 User 3 - IP : 192.168.1.112 User 4 - IP : 192.168.1.113 Group A on policy 4 (only allow 2 URL) User 5 - IP : 192.168.1.114 User 6 - IP : 192.168.1.115 Policy 2 is DENY all access However, when my PC is set to 192.168.1.115, it always use Policy 3. Anyone can teach me how to set? I think I am having problem with policy 4 where cannot set URL filter? I did that with URL filter of ALLOW

I' m assuming for " source address" you have created an address group and are using that in the policy?
