We have a a Fortigate 60F in our possession which was supplied by our previous provider (a local council). They no longer exist as of 2 years ago and their IT services disbanded. I don't want to ewaste what is a decent bit of kit, and it's registered to the defunct organisation even after factory reset. We don't have receipts or anything other than confirmation that a Fortigate was provided, it doesn't even mention the model let alone anything like proof of purchase, serial numbers etc. what are th chances of Fortinet releasing it for us?

Deregistering of a device can be done from an account in which they are registered only or from FortiGate itself.

If you explain the situation and provide them with something that shows the former owner org was disbanded, I’d say you have a pretty good shot at getting them to transfer it to you. I’ve never found them to be unreasonable. They will probably email the current registrant email address and wait for a reply, and when they don’t get one, proceed with the transfer.
That's the situation I want FTNT to reconsider their policy for revocation of registration&ownership. Only option is pretty much contacting and persuading the Customer Service (CS) Group by explaining the situation that contacting the previous owner/registrar is not possible after exhibiting them your "proof of possession", which is just an admin GUI screenshot.
In your case, they probably would accept but if the previous owner exists and rejects the transfer, FTNT wouldn't revoke it, which happened to me before.
