Deploy change Network Device FGT in FMG

Why when I configure the Network of the FGT device in FMG, the configurations are not synchronized to the device even though I have applied and checked that there are diff changes compared to the previous Revision. For example, if I enable the https service of an FGT device using the FMG interface, I cannot access it, but if I access the device and configure it, I can access it normally.

Can I configure the IP interface for the Fortigate device using fortimanage and push that configuration to the Fortigate?

After editing, I use Install Wizard and push the configuration to the device, is this correct?
because I just configured additional neighbors in BGP but when I Install and check Preview, I don't see the configuration command related to BGP
