First time Im experiencing this issue with a FortiGate until (60D).
DHCP is configured but devices stopped getting IPs from the DHCP. I cleared the lease through CLI, turned DHCP off/on and restarted the until but no devices are getting IPs from the DHCP. Devices with manual IP set are working fine.

Have you done anything to rule out a possible rogue DHCP device on the network? Check the event log (view) on the client computers for any issues related to this issue? Disconnect the fgt from the internal network switches and see if the clients can receive an IP via DHCP and/or connect a laptop directly to the fgt to see if it can then receive an IP? Check the arp table from a client computer and/or fgt? Run wireshark from a client computer or packet sniffer from the CLI on the fgt? Check the event or DHCP log on the fgt?
