Connecting to a FortiGate VPN from behind a FortiWiFi Firewall

I'd appreciate some pointers troubleshooting a VPN/Firewall connectivity problem.

We are trying to connect to a business partner's Fortinet VPN behind our FortiWiFi firewall from a client PC.  We cannot do a firewall to firewall VPN tunnel due ot security reasons. 

We can connect to the SSL firewall from a web browser behind our firewall to the business partner's firewall.  When we try to use the Fortinet VPN client behind the firewall, it hits 98% and drops.  When we try to connect outside the firewall, everything is fine.

Any help is appreciated.
