I am trying to connect ISE Server with Foritgate firewall in order to do some VPN policies regarding to posture on users could anyone advise about that ?

In such scenario, you'd better consult Cisco since the ISE server will serve the end user with the posture link to download the agent before authorization or if you are using Cisco's persistent agent you should allow the traffic between the agent and ISE after the initial SSL vpn authentication.
From FortiGate's perspective, you need RADIUS communication to be established with ISE RADIUS server and SSL & Firewall Policies to be in place.
