On the fortigate 100D, I configured an IPsec Site to Client VPN. How do I make the remote device connected to the VPN continue to access the internet? In this scenario it is Windows 11.

You are looking for split tunnel.

ya without split tunneling once client is connected to the ipsec all its internet will be routed to the fortigate so it would need some policy to allow it.
