Cloud application

I would like to know if there is another way by which a user may block access to cloud of facebook....I chose the option of setting FortiGate 60d to block this applications but he somehow manages to succed and connect to cloud and facebook. Can anyone tell me how I would be able to block access to these applications of this user ?
