Hello, I am having an issue where new devices can't access other clients on the same network. This same issue is happening between many different subnets. Any help would be appreciated.

Are all the clients connected to FortiGate using hardware switch? Or is there any switch connecting all the clients? Only way how to FortiGate could interfere is if you have ippool/VIP for this server. Verify if the arp on the clients works and what mac address is resolved. If the mac belongs to FortiGate, then we can check it further.
Hello. This is the config. Fortigate -> Ubiquity Switch -> Servers.
The ports on the fortigate are on a software switch. There are 10 vlans on it. Ther other ones work fine. It'd that one in specific that does not work. On the clients the arp only shows the gateway and 10.0.7.255

If arp is not translating IPs, verify first that the ports on switch are in correct vlan and the new vlan is allowed on trunk.
