There is a separate department where I work that purchases licenses and bills them to the proper cost centers.
Am I able to create a separate account for them (there is already an email that exists for these situations)?
If not, is there an alternative such as emailing Fortinet's renewals department?

This is unhelpful. Online Renew should be visible in the Asset Management portal to IAM users with a permission profile that includes Asset Management, such as SysAdmin.
We had to make the purchasing account the master user. Kind of ridiculous, but it seems only the master user is able to renew licenses online like this.
