Can one FortiToken activate on two mobile devices?
Or can one AD user have two FortiTokens?
At the web UI, it seems can't, does it have other ways to do that?

A: if you re-send (or reuse code written in config) activation code it might be still possible
Q: can one AD user have two FortiTokens?
A: in short: No,
in longer answer: tokens are assigned to users on FortiGate or FortiAuthenticator, not on AD. And one single user either on FortiGate or FortiAuthenticator can be assigned with one FortiToken only. On FortiAuthenticator user can have backup email/sms token in case he lost his FortiToken or have it unavailable for the moment.
Q: does it have other ways to do that?
A: No
