Is it possible to Buy a license for a used fortigate bought from Ebay?

First, try registering the S/N in your account to see if it goes successfully. If successful that means it was never registered, or the registration was released before you got it. So you can add any license on it. If not successful, it would tell you it has been registered with somebody else. Then you have to contact the CS(Customer Service) team and ask them to contact the party who registered the device and release the registration since you have the hardware. If that party releases it, it would be registered to you at FTNT.
There is a risk/chance the party who registered it might not agree to release it, or the CS might not be able to reach the party (no response). If that happens, that's the end of the road. FTNT doesn't have a registration revocation policy even if you provided an evidence of possession, unlike some other major network equipment providers like Cisco.
I wrote this many times in this forum since this question pops up time to time. You should be able to find those if you search in this forum with proper key words.
