Building a HA with FortiClient

I want to build a HA with FortiClient and my current EMS has 150 client licenses but do i need to buy another 150 for the implementation of a HA or will the client use the same license when switching to the second EMS?

This configuration requires one license. You upload this unit to the active EMS as Configuring EMS HA describes.

i dont think so according to this guide,

step 7e) The license is automatically synchronized to EMS-2. You do not need to upload two licenses.

so if all 150 client licenses are used by 150 clients the fallover to the second EMS will still work without any license issues?
