Is is possible to build the firewall policies and objects via command line in FortiManager?
I've been reviewing the fortigate-cli-ref guide but its a little daunting to figure out in a 1000 page manual with no table of contents.

No, it is not. If you knew what the CLI commands are, you can create Device Scripts inside of FMG to configure a firewall.
To learn the CLI better, you can enable CLI debugging and configure the firewall using the WebUI. That way all of the commands the WebUI is actually passing to the CLI are logged.
diagnose debug enable diagnose debug cli -8
Why would you do that? You paid for a centralized mgmt. solution, still you wanna SSH-it and create CLI policies?
