Boot issue

Hi,

I have a pair of 200D that I removed from our data center.  I am not sure what happened but both of units are having the same issue.  It cycles through the booting process right after "Press any key to display configuration menu..." prompt and starts it again.  I tried to format and reload the firmware.  It didn't work.  Any suggestions?

you already tried to format boot device and re-upload firmware without success?

Looks like defective flash then. If you still have a valid FortiCare License on them I'd try to start an RMA....
