Blocking Youtube but allow youtube embedded videos

Hello, I would like to block youtube.com videos but allow youtube embedded videos. I have tried blocking Youtube.Download and allowing Youtube.Video.Embedded but it does not work for me. Any idea ? Thanks a lot R.
