If I enable deep scan we are facing certificate issues.,

Things get a little more complicated if you cannot use deep-scan. Here are a few options you have:
1. Use group policy to enforce safe-search.

2. If you do not have too many PCs to control, you can manually lock safe-search.
3. The best solution is to modify your DNS settings for Google search domain to "forcesafesearch.google.com".

To force SafeSearch for your network, you’ll need to update your DNS configuration. Set the DNS entry for www.google.com (and any https://www.google.com/supported_domains]other Google ccTLD country subdomains[/link] your users may use) to be a CNAME for forcesafesearch.google.com.
We will serve SafeSearch Search and Image Search results for requests that we receive on this VIP.
Solution 3 would be my recommendation. It does not require Application Control, Web Filter or DNS Filter to do any work.

but I don't want to block manually in each computer/ Browser., Because in other school we are using FG1000D., Their also we need to block the contents and control the usage of unwanted sources.,
Is their anyway to control in firewall., like creating strong policy., or loopback the DNS.,
