Block whatsapp upload not working

following are the test i have done to block whatsapp web upload.

i have created ipv4 policy and source =>192.168.1.1 => dest => all => security policy (Application-restricted) => deep inspection enabled.

Test 1

in application control policy 

block colaboration

1) blocked whatsapp web upload 

2) allow  whatsapp web download

Result: whatsapp web is not accessible

Test2

in application control policy 

block colaboration

1) blocked whatsapp web upload 

2) allow  whatsapp web download

3) Monitor whatsapp web

Result: whatsapp web is not accessible upload/download both working

please assist me to fix this issue.

Application control does not perform well in flow-based mode.
