Block play store downloads

Hi,

I want to block play store downloads on mobile phones, what I have done is:

From application control, Blocked Google.Play & Android.Market

So far everything was working fine and the users were able to open the play store but not able to download.

Yesterday I found a user was updating all his Apps !!!

I have checked the policy and all settings are fine but while monitoring the traffic I found that play store is connecting using HTTPS.

Any solution other than blocking google play's IP address.
