Block Telnet and FTP on Guest Network

Is there a way to block ftp and telnet access on the guest network on a fortigate firewall?

A network scan on the guest wireless picked up those two ports as open although i cannot see where this would be.

Could you please explain the issue and add how policy are been made?

what do you mean with a network scan? they found the two ports open on a single host?
