But is there a top recommended FGT firmware version that would be stable.
in My environment we are upgrading to 7.0.16

Always use a mature version, the following article explain the differences between mature and feature.
Version 7.0.x, 6.4.x, 6.2.x are out of engineering support, avoid those version if possible.

Without your FGT hardware model info, we can't provide appropriate recommendations.
For example, let's say, 7.0.16 is a stable firmware. But your FGT model is 30E. There is no 7.0 image for FGT 30E at all. Is FortiOS 7.0.16 a suitable recommendation for you in this case?
