It's most likely that the FortiGate does not have a policy allowing inside traffic (FAZ FTP request) to VPN clients.
all ports are enabled in the VPN policy
I don't know if the error is because I'm connected to the VPN or I necessarily have to be on the same network and perform this procedure.
You don't but you need to ensure you can route from the FAZ to your VPN-connected client. Can you? Ping is a good first step....
if i can ping the FAZ i am actually inside the FAZ GUI.
Could you tell me the correct way to configure the filezilla server? Because according to the tac it indicates that an error appears because the filezilla server is misconfigured and they don't want to help me.
You need to ping from the FAZ to your VPN-connected endpoint that is running the filezilla server.

Yes ping from the cli of the faz. That's the only way to ping from the faz.
Ping the IP of the Filezilla server. Sounds to me like that's the IP that the VPN assigned you, right?
You do understand why we are doing this right? To confirm that FAZ can actually talk to the FileZilla server. So yes of course we need to ping from the FAZ to the FileZilla PC—whatever IP you are using in the FTP backup command.
