When making a backup of a fortigate configuration, what does this file contain apart from packaged policies and interface configuration?

You are making backup on FortiGate GUI, not from FortiManager, right?
Are you asking about "Retrieve" feature on the FMG instead of "backup" directly at the FGT?
Then all you can see is under the "Revision" history. From there you can export it in a text file outside of the FMG. All device config revisions are part of the entire FMG's backup binary file when you back it up.
Again, you can go to the admin guide and type "retrieve configuration" in the search box. Then the section should show up at the top of the list.
Then from there you can jump into "Viewing configuration revision history" section.
That's how you can use admin guide effectively without reading from the fast page to the last.

The backup file essentially contains the entire FortiGate configuration, allowing it to be fully restored in case of a failure or when migrating configurations to another device. The configuration includes system settings, routing, firewall objects, security profiles, VPN, etc.
