I have just created an application control policy which is blocking the youtube, but still users are able to access
youtube via translate.google.com search and will bypass that policy,
Please advice me how to block youtube which is completely consuming my bandwidth,

Use SSL inspection. Install the Fortinet_CA_SSLProxy cert on the client PCs. Just certificate inspection is enough no need for deep inspection.
And for chrome browsers, block google's QUIC protocol. See here. You can verify in the SSL lock icon to the left in the browser address bar whether quic is on or not.
