hello team we found the solution
1. there is a filter in our BGP which lets the BGP not form
2. the interface used in VPN tunnel is wrong, so we changed the interface
3. the pre-shared key for the VPN does not match so we changed

Generally, the first step is verifying packets over port 179 are being exchanged between the Hub and Branch. Once there is bi-directional traffic flow, collecting the BGP debugs should provide further insights.

we are facing an issue with the Overlay network is not up for BGP ... it shows never active

Is it iBGP or eBGP?
Can the two BGP neighbors ping each other? Is there a static route (or a valid dynamic route) between the two BGP peers?

If it is eBGP and they are not directly connected (same subnet), you may need to enable the ebgp-enforce-multihop setting (https://community.fortinet.com/t5/FortiGate/Technical-Tip-Configuring-eBGP-MultiHop/ta-p/204898 )
