Azure fortigate
I have vnet with following subnets for servers
192.168.1.0/24
192.168.2.0/24
192.168.3.0/24
And I have also fortigate on Azure with 2 different subnets
External 10.0.1.0/24
Internal 10.0.1.0/24
I'm stuck on routing the servers vnet in fortigate

In this design I'm not able to control the internet on server 1 & 2
Also the servers are getting IP address from Azure not from fortigate DHCP

You cant have DHCP running/working on Fortigate in Azure. In general - you cant even run a regular DHCP server (MS) in Azure (or, you CAN, but it is a mess).
For your other issues you need to implement some UDR's in Azure
