1. Can Fortigate VM be deployed from Azure Security Center - https://docs.microsoft.com/en-us/azure/security-center/security-center-intro
Yes, the Fortigate-Azure does support deployment from Azure Security Center. It should be listed as Fortinet FortiGate NGFW - Single VM Deployment.
I haven't heard about support for your question 2 and 3, I don't think these features are planned yet.
