I've been under the impression that in Azure, the VM02 = 2 interface and the VM04 = 4 interfaces which meant that you needed a VM04 in order to do HA in Azure. Am I totally wrong on this one? I have a feeling you can add additional interfaces to a VM02 but don't have an environment I can test it in right now.
Thanks!

I found the info I needed:
https://docs2.fortinet.com/vm/azure/fortigate/6.2/azure-cookbook/6.2.0/562841/instance-type-support
You can use 18 interfaces with every version
https://www.fortinet.com/content/dam/fortinet/assets/data-sheets/fortigate-vm.pdf
Vm license goes more on vcpu and useable memory.
