Does anybody know if and where a scheduled/auto reboot can be configured on a 400B?

Certainly not on a FortiWeb.
The FW uses a subset of the FortiOS CLI commands, and these options are not included. AFAIK there is no way to do this.
oops I didn't see the FortiWeb ;)
Maybe you could script this using Expect & run it under a unix cron job.

Thanks guys, I guess I'll just reboot it first thing every morning when I arrive, reason being it eats up most its memory by the end of the day, gets close to 90%, since the last build, and doesn't seem to recover it.
