Applying download limit with traffic shaping

Hi Friends, I was surfing through net for my query in fortigate. In our organisation we would like to set download limit for all users. Any of the user should not be able to download 10GB/month. Basically we want to set quota for the users. Along with this users should not get bandwidth of 8mbps for download. This i tried with the Traffic Shaper and got little success. But not able to find any option related to quota. Do in need to get any other software or hardware for the same? We are using 4.0MR3 patch 12. Thanks in advance for your replies. Regards, Devendra

2 things you should be aware of: 1) The default traffic priority on the FGT is high. 2) Make sure you compare apple to apples. The traffic shaper, make sure you are setting it for Gbps (bits) not GBps (Bytes!)
