is it possible to assign more than one global policy package to an ADOM , example in the global Database I have created Global_PP1 and Global_PP2 with header and footer policies, but I am not able to assign both to the same ADOM , and I would want to do that to be able to exclude policy package and selectively apply Global PP to different policy packages in the same ADOM, hope I have explained it properly.

No, I dont think so. It will be very messy like which global header/footer policy will take effect first (e.g. policy sequence 1 in Global_PP1 first or policy sequence 1 in Gloabl_PP2 first), thats why it is restricted to just one per ADOM.
