Any way to present banner w/o mode config

We are switching from Cisco to Fortinet for VPN solutions. We are using DHCP over IPSEC for vpn client config. In this scenario, " set banner" is not available. Our legal department wants us to present the standard disclaimer to client tunneling in, but how to do it when not usings mode config?

 config firewall policy
    edit <index>
       set disclaimer enable
    end
 end
