After updating FortiGate 60f lost control over it started a constant reboot
the problem is that there is no way to go to the menu
resetting the settings using the reset button also does not work

It looks like a kernel panic, so a software issue. Have you followed the recommended upgrade path?
When your system is restarting you should spot a message like the below, before the message System is starting... (which from the screenshots we cannot see if it is being shown) [example below is from FGT-60E]:
press any key to enter the boot menu and try to format and reinstall the firmware from the boot menu (you can try installing the latest previous version in the upgrade path that you followed).

If you cannot spot the menu in any way, then please raise a ticket with our support, a RMA might be needed.
